Who has directed the Spirit of the Lord,
Or has taught Him as His counselor?
With whom did He consult and who enlightened Him?
Who taught Him the path of justice and taught Him knowledge

All created beings shrink to nothing in comparison with the Creator. When the Lord, by his Spirit, made the world, none directed his Spirit, or gave advice what to do, or how to do it. The nations, in comparison of him, are as a drop which remains in the bucket, compared with the vast ocean; or as the small dust in the balance, which does not turn it, compared with all the earth. The Hebrew here for“directed” ( tikeen (Hebrew #8505)) is the same as in Isaiah 40:12 for “meted out;” thus the sense is, ‘Yahweh measures out heaven with His span,’ but who can measure Him? – i:e., Who can search out His Spirit (mind) wherewith He searches out and accurately adjusts all things? The Hebrew is in the same sense as in Isaiah 40:12 (so Proverbs 16:2, “the Lord weigheth ( tokeen (Hebrew #8505)) the spirits;” Proverbs 21:2), ‘weigh,’ ‘ponder.’ So Paul quotes the verse, “Who hath known the mind of the Lord?” So the Septuagint and Arabic. But the Syriac and Chaldaic as the English version, “directed.” Knowing, or being able to measure the Spirit of the Lord is the necessary preliminary to directing or teaching Him as His counselor. – Commentary Critical and Explanatory on the Whole Bible
The implication here is twofold. The Spirit is sovereign, all mighty, no one commanding Him. Nor is He ever short of knowledge, not once having ever needed a teacher! – Dr. Mike Bagwell
No one directed the Spirit of God or instructed Him because God never requires instruction. The living God already knows everything that can be known. God’s knowledge is infinite and complete. It does not increase or decrease. We acquire knowledge through study. God never learns anything, because He already knows everything. – Dr. Don Gommesen
